Seminar on anti-dumping law
Hanoi, Nov 16, 2006 – Vietnam Chamber of Commerce and Industry (VCCI) organized a seminar on antidumping law for more than one hundred enterprises in Ho Chi Minh City. This is an activity of a program supported by VCCI to improve knowledge of Vietnamese enterprises about antidumping law. Mr. Bao Anh Thai, managing partner of Bao and Partners law firm, delivered a presentation about international law on antidumping. Feedback from audience was positive and many attendants expressed their wish that VCCI would organize more similar seminars. They also said that enterprises did not only want to have basic knowledge about antidumping law but also wanted to know about the practice and lessons learned from other antidumping actions against Vietnamese enterprises.
At the end of December, VCCI will organize two other seminars for enterprises in central regions. Those seminars will be held in Da Nang city, and Binh Dinh province. Mr. Bao Anh Thai will deliver a presentation on lessons learned from recent antidumping cases against Vietnamese exporters and antidumping law of Vietnam
Propose Amendment of the Civil Aviation Law
Hanoi, July 2006 - The National Assembly passed the amended Civil Aviation Law on July 12, 2006. The new law has been amended to create a “level playing field” and more transparent business environment for domestic and international airlines. On May 21, 2006, Bao & Partners proposed a number of amendments to the Civil Aviation Law to the National Assembly. The amendments included: (i) restructure the ground service enterprises, (ii) prohibition of unfair competition, and (iii) elimination of monopoly in providing ground technical services for airlines. All of the proposed amendments have been discussed, passed, and incorporated into the new law by the National Assembly.
Seminar on Merging and Acquisition
Vinh city, June 1, 2006 – The Central Institute of Economic Management (CIEM) hold the seminar on merger and acquisition (“M&A”) activities in Vietnam. More than one hundred policy makers, experts, researchers and representatives of enterprises attended the seminar. Mr.Thai Bao Anh, the managing partner of Bao&Partners, had a presentation on a number of issues in relation to the legal framework of M&A. The discussed issues include: (i) methodologies in drafting the regulations on M&A, (ii) the matter of "economic concentration" concept and (iii) the relationship between the Competition Law and the regulations on M&A.

Building capacity for joint-stock bank
Hanoi, May 11, 2006 — Vietnam Bank Training Center, the country’s only dedicated institution for bank training, just launched its new Professional Credit Certification Program. This 23-day course which will be given over five months, is intended to expand the cadre of well-qualified staff who can accurately assess risks and opportunities, structure loans and manage the total loan portfolio so their banks continue to grow rapidly, but responsibly. This in turn will help provide Vietnam’s hardworking entrepreneurs with the financing they need in one of world’s fastest growing economies.
Mr. Bao Anh Thai, managing partner of Bao and Partners law firm, was invited to be a lecturer in the training of the staff of three joint-stock banks (Habubank; VIB Bank; and BIDV Bank). In his presentation, Bao Anh Thai introduced the methodologies to identify and lessen risks in drafting credit agreements. He also updated the trainees about recent development of the banking law in Vietnam.
